Results of licensing and registration of financial institutions by the National Bank in July



From July 1, the National Bank carries out state regulation of both banks and participants in non-banking financial services markets. Thus, in July, the regulator received 473 requests for registration and licensing procedures from non-bank financial institutions, which were received directly by the National Bank, and 460 requests, which were accepted from Natskomfinposlug.

The largest number of inquiries, namely 751, was expected to concern non-financial financial companies, pawnshops and lessors, as this market segment of non-bank financial institutions is the largest in number of companies. At the same time, the number of requests from insurers amounted to 154, from credit unions – 28.

Decisions on licensing and registration were made

As of July 31, the National Bank adopted a decision on:

  • approval of acquisition of significant participation in banks [2] and non-bank financial institutions [1];
  • issuance of licenses [1];
  • inclusion in the State Register of Financial Institutions (DRFU) and other registers [1];
  • revocation of licenses [20] (at the initiative of the applicant) and [0] (compulsory);
  • exclusion from the State Tax Service and other registers [9] (at the initiative of the applicant) and [0] (compulsory);
  • registration of the rules of voluntary insurance in the new edition or changes to them [9].

It should be noted that all decisions concerning non-banking financial institutions were taken on the initiative of the applicants themselves, and not within the scope of enforcement measures.

Financial market in numbers

As of July 31, 2020, there are 75 banks and 2,089 participants in the markets of non-banking financial services in Ukraine, including 196 risky (non-life) and 19 life (life insurance) insurers, 304 pawnshops, 327 credit unions, 146 leasing companies that do not are financial institutions, 1,034 financial companies (licensed for lending, leasing, factoring, guaranteeing, money transfer and currency exchange), 63 insurance brokers.

The payment market consists of 35 payment systems created by residents and 13 international payment systems created by non-residents.

Update of registers of non-banking financial institutions

In the process of analyzing the registers received from Natskomfinposlug, the National Bank identified some cases of incorrect or irrelevant data specified in the registers. In order to create correct and up-to-date registers that can be relied on by both the regulator and the participants of financial services markets, as well as their consumers, creditors and investors, the National Bank appeals to participants of non-banking financial services markets to verify information about themselves. in the registers, lists and databases of the National Bank.

If the results of such an inspection reveal that certain data are incorrect, the National Bank should be contacted to correct the information. If the information in the registers is relevant, you do not need to contact the NBU.
