The Minister of Internal Affairs of Ukraine Arsen Avakov told about it during a working trip to the city of Chernivtsi.
In one year, since the beginning of the Ministry of Internal Affairs program to provide housing for police and rescuers, 1,476 apartments in different regions of Ukraine have been purchased under financial leasing. 58% of the apartments were given to police officers and 42% to SES rescuers. Among them, 16% are participants in the anti-terrorist operation in eastern Ukraine.
“Today we are handing over several more apartments that were purchased for the police under the financial leasing program. In addition, we plan to buy about 200 apartments for the National Police in Chernivtsi region, but there is one problem – there are no apartments on the market, “said the Minister.
Arsen Avakov instructed the leadership of the National Police to work with the city authorities to build housing, which the Ministry of Internal Affairs will be able to buy for our police and rescuers.
“This is a real driver of the economy, which will raise industrial production and most importantly – will provide the region with quality staff and strengthen professional motivation in the daily work of the officer,” – added the Minister of Internal Affairs.
In 2020, the Ministry of Internal Affairs plans to provide housing for 2,500-3,000 families of law enforcement officers. This is not just a social project, but a really working program of financing the economy, because most of the apartments were purchased on the primary market. An important component of the program is that the funds for repayment of leasing interest are included in the budget of the National Police and in the budget of the SES.

Under the terms of the program of the Ministry of Internal Affairs to provide housing for police and rescuers on the terms of preferential financial leasing, the distribution of payment is as follows: the state reimburses the costs of servicing the lease agreement (100%) and part of the lease payments (up to 40%). The amount of compensation depends on the length of service and family composition. For example, having service: from 5 to 10 years – the monthly payment is reduced by 10%; from 10 to 15 years – by 20%; from 15 years – by 30%. In addition, if there are children, the payment is reduced by another 5% for each child.
Conditions of participation in the program:
– Service not less than 2 years, except for participants of hostilities.
– At least 5 years before retirement.
– You do not need to be on the housing register.
– The lease term is not more than 20 years.
– There is an option for early repayment.
– The most favorable conditions will be for a couple in which both family members are entitled to housing, their compensation will be doubled.
