This decision was made by the deputies of the Dnipro City Council.

Deputies of the Dnipro city council at an extraordinary session held on March 25, 2020, agreed to purchase 30 “old” tram cars “Tatra T4D-M” from the German city of Leipzig. The procurement will use a financial leasing mechanism.

Thirty modernized Czech trams will cost UAH 35.4 million to Dnipro. The state-owned Ukrgasbank will finance the purchase of trams on leasing terms. The interest rate will be 15.2% per annum, the lease term will be 36 months.

The purchase of trams for leasing implies that the tram cars will be owned by Ukrgasbank, which will lease them to KP Dniprovsky Electric Transport until full payment of the cost and interest.

It should be noted that last year Dnipro already purchased 20 Tatra T4DM tramcars in Leipzig. According to the Vice-Mayor of the Dnieper, Mikhail Lysenko, the cost of one tram car in Leipzig was 25 thousand euros. After delivery from Germany, the wagons underwent a minor repair and adaptation of the carts to the Ukrainian track of 1520 mm. According to the Director of the Transport Department of the Dniprovsky City Council Igor Makovtsev, at present all tram cars purchased in Leipzig operate on tram routes of the city.

Tatra T4D-M Trolleys, which Dnipro buys in Leipzig, were manufactured in the 1980s at the Tatra-Smihuv plant, which was part of the ChKD-Prague concern. This is a narrow-body (maximum wagon size of 2200 mm.) Version of the famous Tatra T3 tram. In Ukraine, Tatra T4SU wagons with a rheostat-contactor traction control system were operated in Vinnytsia, Zhytomyr and Lviv. At present, such cars operate with passengers only in Zhytomyr. Museum wagons «Tatra T4SU» are preserved in Vinnytsia and Lviv. Leipzig Trams Tatra T4D-M1 and Tatra T4D-M2 underwent a profound upgrade in the 1990s with the replacement of a rheostat-contactor traction control system with a thyristor-pulse.
