On February 4, the Verkhovna Rada of Ukraine adopted the Bill on Financial Leasing No. 1111 as a Basis

An event has taken place that the leasing industry has been waiting for for many years. The bill was prepared by the leasing market itself, represented by the Ukrainian Union of Lessors, with the support of the Regulator and the relevant BP Committee. He gained his completed appearance through his active involvement in the improvement of the Chairman of the Committee on Finance and Tax Policy of People’s Deputy Danylo Getmantsev, who became the main author of the bill and its leader. Which testifies to his professional understanding of the powerful role of leasing instruments for economic development.

The project addresses a number of pressing issues that have accumulated in the industry since 2004, including:

a) creates improved conditions for access to finance as a tool for updating the fixed assets of SMEs.

b) clearly outlines the form of the contract, because the unsettledness of this issue has created a huge turbulence in the market and an avalanche of litigation, which still hindered the pace of development of the industry.

c) improve the list of leased items by removing from the ban holistic property complexes (Part 2, Article 5), which will contribute to the development of infrastructure projects.

d) removes the grounds for free use of the object, which was unprecedented in its shame, a phenomenon created by unlawful court decisions.

e) normalizes subleasing – a great tool for business.

e) restores justice and aligns the instrument in terms of protecting its state from criminal encroachments at the level of collateral of banks, and settles a number of extremely important issues for all market participants – lessors, lessees, suppliers, importers, dealers, etc.

This is already the second Bill in the field of leasing relations, initiated by the profile Association of Lessors in recent months.
